IAJ will submit all required permit applications to the Japan Civil Aviation Bureau (JCAB) on your behalf.
To begin the process, please provide the following information:

  • Operator and aircraft details
  • Full itinerary and schedule
  • Flight number
  • Crew and passenger information
  • Purpose of the trip

Landing Permit

Landing permits are required for charter operators, but not for non-revenue private flights.
To apply for a landing permit on your behalf, IAJ will need the following information:

  • Detailed passenger manifest (APIS)
  • Crew list and license details
  • Aircraft certificates
  • Full itinerary information

Domestic Flight Permit

Domestic operations within Japan are classified as cabotage flights and are strictly regulated by Japanese aviation authorities. In general, passengers cannot board only for the domestic sector of a flight originating outside Japan. However, those arriving on the international leg may continue on the same aircraft for its subsequent domestic segment.

When applying for a cabotage permit, it is important to provide detailed routing information, specify the movement of crew and passengers, and attach a copy of the charter agreement. IAJ works closely with your operations team to evaluate feasible options and secure the necessary flight permits efficiently.

Special Flight Permit

Additional permits may be required for specific types of operations, including cabotage (domestic) flights, emergency medical flights, military flights, and diplomatic missions.
Please allow at least three business days for the processing of charter flight applications, whether the operation is fully international or includes a domestic segment. Permits for emergency medical flights can be expedited; however, details regarding the patient’s condition must be provided.
Overflight permits are required for certain routings and may take up to ten days to process. Upon receiving your inquiry with the aircraft details, IAJ will advise whether an overflight permit is necessary and guide you through the application process.
